Mandatory health insurance

Since 2014, health insurance has been mandatory in Dubai for all expats and their family members. This insurance must be provided by an insurer licensed in Dubai. According to the regulations, both companies and sponsors — including family sponsors — are required to obtain health insurance for their employees or dependents. Employers are therefore obligated to provide health insurance coverage for their employees in Dubai, and sponsors must ensure coverage for the individuals under their sponsorship.

Dubai has defined minimum health insurance standards that must be met by all employers and sponsors for their employees and dependents. This basic coverage is known as the Essential Benefits Plan (EBP). Minimum coverage requirements include:

  • Medication
  • Diagnostic tests
  • Outpatient and inpatient treatment
  • Maternity benefits for women
